Bernard Horsfall (born 20 November 1930, Bishops Stortford, Hertfordshire, England, UK) made several guest appearances on Doctor Who, perhaps most famously as Chancellor Goth in The Deadly Assassin. He also appeared as a member of the Time Lord tribunal which tries and exiles the Second Doctor at the conclusion of The War Games, and played Lemuel Gulliver in The Mind Robber, and Taron in Planet of the Daleks. A popular theory among fans, based on the fact that both characters were played by Horsfall, is that the Time Lord officiating over the Doctor's trial in The War Games was Goth.

Outside Doctor Who, Horsfall had a notable role as Campbell, James Bond's contact and assistant in the 1969 film, On Her Majesty's Secret Service. He has also had roles in several episodes of The Avengers, as well as appearing in Elizabeth R, The Jewel in the Crown, Jackanory, and Out of the Unknown.
