Goose pimples were a natural reaction of the human body to cold temperatures. Sarah Jane Smith once disembarked from the TARDIS in February in England only to remark to the Fourth Doctor that "even [her] goose pimples had goose pimples". She then compared the temperature to that found in the Arctic. (AG: Doctor Who and the Pescatons)
