Given the huge importance of the Doctor to the DWU, and therefore the number of subcategories of Category:The Doctor, placing this category just anywhere will create massive recursion in the category trees. Please remember there is a distinction between the page The Doctor and the Category:The Doctor. You can put the page wherever you want — like, for instance, Category:Enemies of the Daleks —  but the category really needs to be limited to one, maybe two, other categories.
