Gerald Carter and Harriet Derbyshire investigated a temporal phenomenon for Torchwood Three in Cardiff. A future version of Tommy Brockless told them to freeze his present self in the hospital to be awakened later. The future Tommy, his mind in shell shock, returned to this time not long after, with Toshiko Sato reminding him from 2008 to turn the "rift key" he had been given to stop the two time zones from collapsing on one another.
