Lucy Saxon was the wife of Harold Saxon. She most likely knew that he was the Master as she showed no concern over his actions, such as the murder of Vivien Rook (Torchwood Institute agent). Lucy accompanied Harold Saxon to the Valiant to witness the arrival of the Toclafane. She seemed to enjoy what he was doing and even was excited by how many Toclafane arrived to take over the world (DW: The Sound of Drums)

Lucy Saxon spent a year (presumedly) aboard the Valiant married to the Master. By this point the Master had wives all over the world and was actively abusing Lucy (Last of the Time Lords episode commentary), though while she knew who he truly was there was perhaps some form of Stockholm Syndrome at play. When everyone started calling the Doctor's name though, she joined in with everyone else on Earth and on the Valiant. After the Paradox Machine restored time to the point at which the US President had been killed, she shot the Master after Francine Jones was prevented from shooting him. What happened to her after the events on the Valiant is unknown. It is possible she was the hand who picked the master's ring from the fire in the end of the episode as she is seen wearing red nail vanish in the episode but this has not yet been proved. Nobody has done more to support Harold Saxon's campaign than his wife, Lucy.
Lucy is the youngest child of Lord Cole of Tarminster, who sat in the House of Lords prior to the reforms. However, Lucy never saw herself following in her father's footsteps. "I was never a political person before I met Harry," she says. "But then, I don't see myself as a political person now. Like Harry, I just believe in doing what's best."
She attended Rodean School, representing Sussex at netball, before going on to study Italian at St Andrews. Since graduating she has worked for several charities and most recently in publishing. She met Harold Saxon whilst working on his autobiography, and she soon added a new and very significant chapter to his life when they married last year.
Lucy is constantly asked by the media whether she plans to have children. "It's one of my long-term goals," she says. "But Harry's job is going to take him to some exciting places in the years to come, and I want to be there by his side."

Behind the Scenes

  • According to the Last of the Time Lords commentary; following the timeline reset, Lucy was put in prison, presumably for her murder of the legally elected Prime Minister.
  • It appears that Lucy has been hypnotized. She appears to be in a sort trance.
