Zygon High Command

Zygon High Command was the ruling body of the Zygons. Following Operation Double, Jemima and Claudette were the Zygon High Command. They were violently overthrown and replaced by a radical Zygon faction which sought to usurp humanit, with Bonnie, who took the form of Clara Oswald, taking over the leadership of the High Command.
