Species is actually called the Forzell, not the Hezari. The other species that runs the programme are called the Heziri. Memnarc ☎ 06:38, February 25, 2018 (UTC)
The Forzell are the organisers, the Hezari are the species who were pretending to be the Zaross. The Doctor makes this pretty clear when he takes off the make-up of one of the 'Zaross.' Ben Moore512 ☎ 09:58, February 25, 2018 (UTC)
