Rename suggestion

The reason I gave this the name "President" rather than "Lord President" was due to the lack of specified gender, and the fact this president was only referred to by that title. Ooh, I didn't catch the lack of specified gender when I added the rename tag; though I still think we could use with a change in the name to make it more specific to "a Time Lord president" rather than "any human president". Chronology

How is it that we're asserting where this President lies in the chronology? I took it that the President in this story is implied to be Romana. Unless there's evidence I don't remember, we can probably rework the lead to state just the facts we are directly given.
