A primitive was an individual belonging to a civilisation in its early stages of development.

Humans were called primitives by a number of non-human individuals, including the Doctor in their first (TV: Marco Polo) and twelfth incarnations, (TV: Robot of Sherwood, Empress of Mars) the Master, (TV: Terror of the Autons, The Daemons) Jingo Linx, (TV: The Time Warrior) Eldrad, (TV: The Hand of Fear) Monarch, (TV: Four to Doomsday) the Terileptil leader, (TV: The Visitation) Omega, (TV: Arc of Infinity) Icthar and Sauvix, (TV: Warriors of the Deep) Shockeye of the Quawncing Grig and Varl, (TV: The Two Doctors) Glune Fex Fize Sharlaveer-Slam Slitheen, (TV: Revenge of the Slitheen) Kaagh, (TV: The Last Sontaran) Strax (TV: The Name of the Doctor) and "C. Norlander." (TV: The Zygon Invasion)

Humans, in turn, regarded some non-human races as primitives, such as the Uxarieans by the colonists of Uxarieus, (TV: Colony in Space) the Exxilons by Dan Galloway, (TV: Death to the Daleks) the Swampies by Rohm-Dutt (TV: The Power of Kroll) and the Kinda by Sanders. (TV: Kinda)

Some humans even regarded humans of other cultures as primitives. These included the Atlanteans by Zaroff (TV: The Underwater Menace) and the humans of the 19th century by Magnus Greel. (TV: The Talons of Weng-Chiang)

Some non-human individuals regarded other non-human races as primitives, such as the Optera by Vrestin, (TV: The Web Planet) the Dulcians by Rago and Toba, (TV: The Dominators) the Gonds by the Krotons, (TV: The Krotons) the Lurmans by Kalik, (TV: Carnival of Monsters) the Peladonians by Vega Nexos and Azaxyr (TV: The Monster of Peladon) and the Ribosians by the Graff Vynda-K. (TV: The Ribos Operation)
