Probationer Toba was a Dominator who was second-in-command of an expedition to Dulkis looking for fuel. He tended to favour violence and murder as a way of containing security threats. On this point and others, he frequently clashed with his superior, Navigator Rago, who saw killing largely as a waste of energy. He encountered the Second Doctor, Jamie McCrimmon and Zoe Heriot after the TARDIS materialised on an atomic test island on Dulkis.
