Gaiters

Gaiters were garments round the lower part of the legs used to prevent mud, sand, snow, liquids, and rubble from going inside footwear such as boots and shoes.[source needed] They were longer versions of spats.[source needed]
The Doctor wore gaiters during his eighth (TV: The Night of the Doctor, etc.) and War incarnations. (TV: The Day of the Doctor, etc)
