The Minister's third regeneration coincided with their promotion from Minister of Housing to Minister of Environment on the planet Samael. As such, this new incarnation, though she kept the same face as her predecessor and continued to live under the alias of Felicity Morgan, had a different personality, better-suited to this new job. She was subsequently promoted to Health, regenerating once again to suit. (AUDIO: The Same Face)
