The Minister's seventh regeneration coincided with their promotion from Minister of War to Minister of Industry on the planet Samael. As such, this new incarnation, though she kept the same face as her predecessor and continued to live under the alias of Felicity Morgan, had a different personality, better-suited to this new job. She took mercenary advantage of the war between the neighbouring planets of Raphael and Barachiel, in which her previous incarnation had supported Raphael, selling weapons to both sides.
She was subsequently promoted to Foreign Affairs and Diplomacy, regenerating once again to suit. (AUDIO: The Same Face)
