Charlie Flecknoe

Charlie Flecknoe was an Earth scientist who designed and built a quantum link from the Nevada Desert, Texas, to the Moon at some point in the 1980s. He died of cancer a few months after completing his work, leaving many notes about his work, which very few people can understand. (NSA: Apollo 23)
