The Duchess of Pemberton was a human aristocrat from Regency era England. The wife of the Duke of Pemberton, she was known for hosting many balls.

At a ball held by the Duchess in Bath in 1813, she encountered the Fifteenth Doctor and Ruby Sunday, commenting that she had thought she knew all the attendees of her balls. After Ruby introduced herself as "Lady Ruby Sunday of the Notting Hill estate", the Duchess took her off to find her a suitor while the Doctor sought out the source of interference on Ruby's psychic earrings.

The Duchess was not entirely impressed with Ruby's 21st century forthrightness, but introduced her to Lord Barton. Ruby, unimpressed with Barton's behaviour, rejected his advances and left the Duchess' company.

Later, outside of the house, the Duchess passed by two guests to her ball, insinuating that one woman was wearing unfashionable clothing. She then saw who she believed to be her housekeeper ahead of her, and angrily chastised her for being in an area where she could be seen by guests. The "housekeeper", however, was actually a shapeshifting Chuldur who had killed the real housekeeper and taken her form. The alien, bored with being staff, told the Duchess so and that her form would be more interesting, finishing with a final comment that the Duchess' dress would probably look better on her before killing her and taking her form.

The Duchess' body was later discovered by the Doctor and Rogue, a bounty hunter who was searching for a Chuldur in the area. The two men blamed each other for the killing. (TV: Rogue [+]Loading...["Rogue (TV story)"])
