Although consistent with these robes simply being a widespread type of formal Gallifreyan wear, this may be interpreted as a reference to the retroactive suggestion in various sources and fan speculation that the Time Lords seen in The War Games [+]Loading...["The War Games (TV story)"] were in fact C.I.A. agents, rather than the High Council as typically asserted.
