Later it turned out that the Silurians had caused the power drains. The Silurians operated nearby and had woken up from hibernation after their predicted end of the world event millions of years prior to the incident. The Silurians attempted to infect the people there with a virus that would end the human race, they were also responsible for mental breakdowns.
