The Master as The Doctor's brother

I didn't really know where to come with this, so I came to you. I found this [video on YouTube], Which is of Paul McGann's audition as The Doctor, and I know it is just an audition, so it may not be fully canonical, but it seems to say that The Master is The Doctor's brother and I can't see this information anywhere else, and I'm not sure if it's true, so pretty much, all I'm asking you is is it?
