Webster was the captain of an Earth Empire ship, HMS Trafalgar, who attacked a Wrath ship after they violated a treaty. He rescued the Seventh Doctor, Halvor and Talbar from the Wrath. He was anxious to meet the Doctor. (AUDIO: The Shadow Heart)
