The Book of Predictions was a book written by the Dals. The book was banned by the Council of Twelve and most copies were publicly burnt. However Davros had a copy he secretly kept for decades. It contained a prophecy that men would become gods. In the language of the book, "god" was pronounced "Dal-ek". (AUDIO: Innocence, Guilt)
