The Council of Twelve was the governing body of the Kaleds during the Thousand Year War.
They forbade the reading of the Book of Predictions.
Davros believed he could repair the genetic damage caused by the war, but told the Council he required unlimited access to all Kaled children for experimentation. When the Council refused, he killed them all by detonating tiny bombs he had put in their regularly consumed anti-radiation pills. (AUDIO: Innocence, Purity, Corruption, Guilt)
