Civitas Solis was a posthuman city used by the Pilots' Coterie. There, they secretly observed the historical probabilities that sustained the posthuman hegemony. Any probability above .66 was seen as tolerable, and most War events fluctuated between .75 and 1, but they measured that the events of Nate Silver's life had the possibility of turning every probability to 0.
