The Forzell are the organisers, the Hezari are the species who were pretending to be the Zaross. The Doctor makes this pretty clear when he takes off the make-up of one of the 'Zaross.' Ben Moore512 ☎ 09:58, February 25, 2018 (UTC)
No, the Forzell are the species pretending to be the Zaross. They felt forgotten as a species so when they joined the show, they disguised themselves as “Zaross” in order to not be recognised as the supposedly peace loving race they should be. The Heyziri are the organisers, led by Ikron, played by Guy Henry. SarahJaneFan ☎
