The Emergency Response Centre was a facility set up at Cardiff Castle by Frances Godalming and the Outbreak Management Team. People were invited to bring those infected with Invictus in return for Provictus, although the infected were shot or simply left to die. Gwen Cooper led a rebellion that infiltrated the centre.
