The Outbreak Management Team was an organisation assembled in 2009 by the Ministry of Health and Heights Pharmaceuticals, ostensibly to deal with Good Thinking. It was led by Dr Frances Godalming, (AUDIO: "Prodromal: Love") who set up the Emergency Response Centre at Cardiff Castle and had people bring those infected with Invictus in exchange for receiving Provictus.
