Halpin was a police officer who Steven Taylor and Oliver Harper contacted after learning of the Vardan's on Grace Alone. He wanted to help the Vardan's as they could convert him to be immortal and that they would get the secrets for Earth Seceurity systems. (AUDIO: The First Wave)
