During the Last Great Time War, the Dalek Empire created the Dalek Time Strategists to coordinate their forces in a temporal conflict. (AUDIO: The Monster of Montmartre) One of them rose to become second-in-command of the empire, becoming a rival to the War Doctor and gaining a reputation as an extremely dangerous Dalek. Following the Time War, the Strategist Daleks of the New Dalek Paradigm were distinguished by their blue casings. (TV: Victory of the Daleks) While this model was initially mass-produced, (COMIC: The Only Good Dalek) it was retired in favour of returning to the casing style of the Time War, the Black Daleks subsequently being assigned as the new strategists.
