Bailey Sinclair was Susan Triad's personal assistant. He helped her rehearse her speech for her announcement. He also rewrote it between between her dress rehearsal and final speech. He tried to stop the Fifteenth Doctor and Melanie Bush from talking to Susan as there wasn't enough time before the broadcast was due to start.
