An artist was an individual who created art.

While the Fourth Doctor and Romana II were in a café in Paris, 1979, an artist began to sketch Romana II. However, when she moved to observe him, the artist tore the sketch out of his pad, crumpled it and threw it to the floor. These events then repeated themselves due to Scaroth's time experiments. When the Doctor and Romana looked at the sketch, it had a clock face with a large crack across it in place of Romana's face. (TV: City of Death)
