Torchwood 4 was a branch of the Torchwood Institute. The nature of this branch and its personnel were unknown. Jack Harkness stated it was lost. (TW: Everything Changes) Agnes Havisham claimed that Torchwood Four's disappearance was a "messy business". (TWN: Risk Assessment) Warren Martyn claimed it was actually underneath a golf course in Inverness. He later claimed to have discovered the truth about Torchwood Four, shortly before disappearing.
