The Skullions were a race of short, one-eyed humanoids.

Biology

Skullions were short humanoids with one eye on their foreheads, large nostrils and bald heads. Pure water burned them, but they could drink citrus drinks like orange and lemon juice. (TV: The Man Who Never Was)

Technology

Skullions travelled in flying saucers which could go from Skultos to Earth in under an hour. They teleported using a green beam. Though they had holographic technology, it was fairly unwieldy, requiring constant maintenance to work. Even then, the holograms would glitch. These holograms could be given hypnotic powers. Skullions wore brown robes and masks like welding masks. (TV: The Man Who Never Was)

History

Very little is known about the Skullion race. In the early 21st century, a Skullion ship crashed in central Asia on Earth and its crew were sold into slavery. Some were brought to England, where they were purchased by John Harrison. He used their technology to create a holographic copy of Joseph Serf, which used its hypnotic powers to convince people to buy SerfBoards.

In 2011, the SerfBoard was being unveiled and Jospeph Serf was needed for publicity. During the practice for the press conference (which Sarah Jane Smith, Luke Smith and Sky Smith were present for), the hologram glitched, tipping them off. When they investigated, Luke and Sky found the Skullions working the hologram. Though they were captured, Luke sent a message to Mr Smith with his dog whistle, and Mr Smith contacted Skultos. They sent a ship to rescue the enslaved Skullions. (TV: The Man Who Never Was)

Jack Harkness suggested that he could use a black market trader, who previously sold Skullion coins and metals, to get access to Shanghai. (TV: The Gathering) [disputed statement]

A Skullion was present in the Maldovarium when Colony Sarff visited the establishment while searching for the Twelfth Doctor on behalf of Davros. (TV: The Magician's Apprentice)
