The Celestial Preservation Agency was an organization consisting of Time Lords from the future. Their mandate was ensuring that history as well as its perception remained under control.
The CPA was responsible for ensuring that the Doctor's inadvertent extermination of the Scintillians was never revealed, as the Doctor was perceived as a great hero in their timeline. (BFA: Omega)
