The Celestial Preservation Agency was an organisation consisting of Time Lords from the future. Their mandate was ensuring that history, as well as public perceptions of history, remained under control. It was formed sometime in the Fifth Doctor's future. The CPA was responsible for ensuring that the Doctor's inadvertent extermination of the Scintillans was never revealed, as they were perceived as a great hero in their timeline. (AUDIO: Omega)
