The Carnival Queen, also known as the Cacophony, was an entity created from parts of the Time Lords, which she called Watchmakers. Rassilon, the first King of the Majestic Clockwork, imprisoned it in a tiny corner of creation. She also considered the Gynoids her children.

Origin

Following Rassilon's lead, the Time Lords cast out the irrational parts of their souls, which congregated as a great cloud in the upper atmosphere of Gallifrey, and was banished from the newly rational universe by Rassilon, who imprisoned it in a tiny corner of creation (the Time Vortex). The Time Lords no longer remember her and won't allow themselves to dream of her. (NA: Christmas on a Rational Planet)

Powers

The Carnival Queen could influence reality from her prison, similar to Fenric's scheme. (DW: The Curse of Fenric) She nurtured psychic abilities in humans, and thus indirectly gave rise to the Shadow Directory and events of Yemaya. (DW: Sleepy)

The Carnival Queen describes Gynoids as her children, literally robots that are like women. They are not built, they simply are, and have a distorting effect on reality. (NA: Christmas on a Rational Planet)

She fits into science as a personification of a potential Kuhn Paradigm shift in the way the consciousness of observers collapses mixed-state events. (NA: The Death of Art)

History

The Carnival Queen was allowed back into the rational universe by a combination of Duquesne's physic probing of the Time Vortex and Chris Cwej's tampering with the TARDIS. (NA: Christmas on a Rational Planet)

Based on her statements that the Great Old Ones are not from the Pre-Universe but from this universe, before the Time Lords banished the forces of Cacophony and that they were refugees who escaped, it may be that the Carnival Queen is part of the Old Ones. (NA: Christmas on a Rational Planet)
