The Minister of Persuasion (more usually called Persuasion), like the Minister of Enlightenment, assisted the Monarch and sat on one side of him on his throne. She appeared originally as a male Urbankan before assuming the form of a Human. (DW: Four to Doomsday)

Though not explicitly stated, it seemed implied that he had "left the flesh time" and had his consciousness transferred into an android form.
