The Minister of Enlightenment, more usually called Enlightenment, like the Minister of Persuasion, was an Urbankan official.

Enlightenment assisted the Monarch and sat on one side of his throne.

She appeared originally as a female Urbankan before assuming the form of a humanoid, based on a sketch drawn by Tegan Jovanka of the latest fashions on contemporary Earth. (TV: Four to Doomsday)

  • Though not explicitly stated, it was implied that Enlightenment had "left the flesh time" and had her consciousness transferred into an android form. Her human body was certainly robotic, as it became immobile after Adric removed a control circuit from her.
