In the 51st century, Villengard was a place where there were weapons factories, making such weapons as sonic blasters. At an unknown point in that century relative to the Doctor's timeline, he caused the reactor to go critical and vaporised the factories. Eventually, a banana grove grew there, which the Doctor used as a reason for his actions. (DW: The Doctor Dances)
