Jack Kinney was the manager of Tobias Breckinridge's factory at Dartmoor in 1880. He gave the Fourth Doctor and Arthur Conan Doyle a tour of the factory after they had convinced him that they were examiners who had come to investigate the working conditions of the children who were employed at the site.
