Phoebe is a welfare secretary from the 41st century. She was a descendant of an Earth colony who were captured and put inside a reservation known as Wumba's World of Wild where she is hunted by dinosaurs for the entertainment of tourists. The Tenth Doctor arrives, however, and breaks them out, freeing her from incarceration along with the rest of Human colleagues. (COMIC: Save the Humans)
