Maxwell Wilberforce Bell

Maxwell Wilberforce Bell was the chief steering officer of the drill ship Romana II landed on. He interrogated Romana on why she was on board. He wanted to burn The Doctor's TARDIS for fuel. He told Romana that everyone had their place on the ship. He fell for a Silex trap. After the Fourth Doctor gave him the Silex control helmet he used it to destroy the Silex but this killed him.
