Stuart Hood was the Controller of Programmes for Television for the British Broadcasting Corporation, appointed after the broadcast of season 1 was underway.

On 28 May, he was the recipient of a memo from Kenneth Adam, whose sentiment he immediately passed on to Sydney Newman, who then sent it to his Head of Serials, who then passed it on to Doctor Who's producer and script editor. Adam, and therefore Hood, were concerned that it was "silly" for the First Doctor and his companions to separate every time "danger threatens".
