Lothar Ragpole

Lothar Ragpole was a nightclub owner and old friend of the Seventh Doctor and Lilian Dillane. He wrote poetry. Upon meeting Ace and Hex, he noted that the Doctor had not brought such feisty companions to Nocturne since Tegan Jovanka. His club had been opened for twenty years.
