T.H. Bassing was the assistant of Yellesh Mercado, the premier of Malite. In the course of his duties, he made records of the government's business.
After the Dalek invasion of Malite, portions of Bassing's records were found. Dr Colem Litchen used them as part of a presentation asking for funds to further his research into the Dalek invasion of Malite. (PROSE: Private Investigations)
