The Venusian Ministry of Defence sponsored a top-secret lab on Venus during one of the Daleks' bouts of threatening the Solar System. The laboratory created two cutting-edge handheld anti-Dalek weapons, the silica destructor and metal fatigue inducer, whose schematics were soon filched by the human Unispace agent "EM2".
