Shepherds of Phase

The Shepherds of Phase were one of the native species of Occasus. Even after they became interstellar, they were called shepherds, and their fleets of spaceships were called flocks. According to the Ninth Doctor, they had good senses of humour. (AUDIO: Planet of the End)
