"Savage" was a derogatory term used to imply that the target was more primitive than the user.

Leela encourages George Litefoot to eat in her simplistic way. (DW: The Talons of Weng-Chiang)

On a planet visited by the First Doctor, the Elders labelled those who lived outside the confines of their cities as savages to justify their using of them to extend their own lives. (DW: The Savages)

On multiple occasions, the Fourth Doctor referred to Leela as a savage due to her primal behaviour displayed most frequently in her violent instincts. (DW: The Face of Evil, The Invasion of Time)
