"Gardeners" were mechanisms in The Void that sorted through and separated the universe seeds. These seeds would mostly become Universes. Sometimes these gardeners would turn some of the seeds into Leviathans.
"Gardeners" were discovered by a Seventh Wave cohort who had settled temporarily in the region of the Anvil Stars. The knowledge of the "Gardeners" was suppressed until the Celestial Intervention Agency exposed their existence after stealing a secretly hidden datacoil.
