P.R.O.B.E.

P.R.O.B.E. infamously had a low budget.

In 2000, when Louise Bayliss informed two soldiers that she was with P.R.O.B.E., they mocked her. Silently, she knew that while P.R.O.B.E. wasn't the best funded, she knew that the organisation still "[did] their part". Later, after Louise asked Patricia Haggard if there was any chance she could return to P.R.O.B.E. on a permanent basis, Patricia politely told her no, as P.R.O.B.E. didn't have the budget to keep the "one we have", as well as Sir Andrew Williams inevitably objecting.
