Cotton, along with Stubbs, was an aide to the Marshal of Solos. Unlike the Marshal, they wanted Solos to be granted independence from the Earth Empire. When the Third Doctor, Jo Grant and Ky fled to the caves on Solos, the Marshal sent Stubbs and Cotton after them, but then sealed them in also. They agreed to help the Doctor help the Solonians. Sadly, Cotton lost his friend Stubbs when the Marshal shot him in the back as he tried to stop the tyrant entering his office as Cotton and Jo notified the Hyperion that the Marshal was causing extreme loss of life. After Ky mutated into his ultimate evolutionary stage, he vaporised the Marshal as punishment for his crimes. Cotton was then appointed Acting Marshal of Skybase One to oversee Earth's withdrawl from Solos. (TV: The Mutants)

- Colin Baker was considered for the role.
- The character was originally a Cockney, but Christopher Barry decided to cast the Jamaican Rick James in the role. However, his speech patterns remained unchanged.
