Stubbs, along with Cotton, was an aide to the Marshal of Solos.

Unlike the Marshal, he and Cotton wanted Solos to be granted independence from the Earth Empire. When the Third Doctor, Jo Grant and Ky fled to the caves on Solos, the Marshal sent Stubbs and Cotton after them, but then sealed them in also. They then agreed to help the Doctor help the Solonians.

Stubbs had a family back on 30th century Earth, who corresponded with him in the form of videotapes, and failed to understand when Jo asked him if he received any letters from them.

Stubbs, unlike his friend Cotton, was less sympathetic about the act of killing Solonians, which did not end well for him. On Skybase One, Stubbs was later shot in the back in the Marshal's office by the Marshal himself, while Cotton tried to send a distress message to the Hyperion. The mortally wounded Stubbs asked if Cotton had managed to contact the ship, and Cotton confirmed this. Stubbs's dying words were "Good lad, Cotton. Good..." (TV: The Mutants)
